Contact Dermatitis on one foot? - dermatitis on my foot

I have what I think, is contact dermatitis on my foot. It started a few months ago, but said on one foot. I believe it was caused by a chemical in the shoes (although I'm not sure). I took the liberty hydrocortisone cream in accordance with the advice of a physician, but only for a walk and stopped in the other. Across the foot near the toes, the constant red and itchy. I have tried hydrocortisone in the foot again and a little cream Benadryl, but nothing seems to work. It seems clear, then returns with a vengeance!
