Tower City Center is very safe and the downtown is very safe during the day and night, relatively safe, as long as the proper precautions not drunk. You must be at night in the warehouse district and other areas adjacent to the Renaissance Hotel.
I personally would think twice about walking from Playhouse Square in the Renaissance Hotel on the night, but would probably rather take a taxi (which is a walk of medium length, and I could not for the person that I know how I mentioned in the driving rule). I would not be fasting from downtown to University Circle on the night, although I know that people (not like the security that) particular station during the night or walking in the area.
